政策网络视角下医联体政策执行梗阻研究

Study on the Obstruction of Medical Association Policy Implementation from the Perspective of Policy Network

医联体政策在具体执行中出现选择性执行、象征性执行等梗阻现象,导致政策效果不佳。基于政策网络视角,医联体政策执行梗阻的根源在于政策社群与府际网络的冲突、府际网络内部协同不足、府际网络与生产者网络的联盟、生产者网络内部利益冲突、府际网络与议题网络互动不足等。为消除梗阻,政府应该从优化权责配置、健全制度体系、整合价值认知、改善资源配置、增强网络互动等方面入手。

There are obstructive phenomena such as selective execution and symbolic execution in the implementation of the medical association policy,resulting in poor policy effects.From the perspective of policy network,the root cause of the implementation of the medical association policy is the conflict between the policy community and the inter-provincial network,the lack of coordination within the inter-governmental network,the alliance between the inter-governmental network and the producer network,the internal conflict of interest in the producer network,and the inter-governmental insufficient interaction between the network and the topic network.In order to eliminate obstruction,the government should start with optimizing the allocation of powers and responsibilities,improving the institutional system,integrating value perception,improving resource allocation,and enhancing network interaction.
