摘要
基本医疗保险是具有保险某些特征、保障参保人员基本医药费用支出安全的社会性医疗费用保险制度,总体要求保障水平适度、制度相对稳定、体制机制健全,最主要功能定位是“保基本”。对此,需深入研究基本医疗保险适度筹资水平,弱化甚至取消城镇职工基本医疗保险个人账户,剥离或归并附加于基本医疗保险制度的诸多其他保险制度,实施逐级递减的以共保率为中心的待遇支付制度,提高基本医疗保险待遇实际支付水平。
Basic medical insurance is a social medical expense insurance system that has certain characteristics of insurance and guarantees the safety of basic medical expenses of the insured.The overall requirements are moderate,the system is relatively stable and sound.The most important function is to"maintain the basics".In this regard,it is necessary to thoroughly study the appropriate level of fundraising for basic medical insurance,weaken or even cancel the individual accounts of urban workers'basic medical insurance,divest or merge many other insurance systems attached to the basic medical insurance system,implement a step-by-step reduction in the rate of co-insurance to improve the actual payment level of basic medical insurance benefits.
