2019年12月8日“俄白联盟国家”满20周岁,从诞生之日起该组织就备受世人瞩目。它具有后苏联空间其他次区域一体化组织所没有的特点:同属东斯拉夫民族,拥有共同的历史、语言和宗教信仰;紧密联系基础上的经济全方位一体化;密切的军事合作和协同的外交政策;地缘上互相倚重,互为重要安全保障。俄白两国领导人重视联盟国家的发展,虽然20年来两国在政治、经济、军事、外交、社会等领域实现了高度融合,但阻碍联盟国家进一步发展的内外因素依然存在。鉴于此,联盟国家的发展既不会止步不前,也不可能一蹴而就,最有可能的方式是在目前的轨道上平稳发展,逐步推进。应该明晰的是:俄白两国的融合是建立在文明统一基础上的东斯拉夫民族的统一;在俄白构建的“制衡”世界里两者需要寻找到和谐共处的模式;俄白联盟国家的建立、发展是一个动态过程,联盟国家将在调整中发展;俄白联盟国家存在的最重要意义在于它是独联体地区其他一体化形式的榜样和标杆。

The Union State of Russia and Belarus turns 20 years old on December 8,2019.Since its birth,the organization has attracted the world's attention.It has characteristics that no other sub-regional integration organizations in post-Soviet space have.Russia and Belarus belong to the same east Slavic nation,share the same historical language and religious beliefs.They have comprehensive economic integration based on close ties,close military cooperation and a coordinated foreign policy,geopolitically rely on each other.The leaders of the two countries attach importance to the development of the Union State.Although the two countries have achieved a high degree of integration in political,economic,military,diplomatic,social and other fields in the past 20 years,the internal and external factors that hinder the further development of the Union Sate still exist.In view of this,the development of the Union State will neither stand still nor be achieved overnight.The most likely way is to develop steadily and gradually on the current track.It should be clear that the integration of Russia and Belarus is the unification of the east Slavic nation based on the unification of civilizations.In the world of checks and balances constructed by Russia and Belarus,they need to find a mode of harmonious coexistence.The establishment and development of The Union State of Russia and Belarus is a dynamic process,and it will develop in the process of adjustment.The most important significance of the Union State of Russia and Belarus is that it is a model and benchmark for other forms of integration in the CIS region.
