贫困治理视域下民族地区政府绩效评估探讨

Discuss on the Government Performance Evaluation of Ethnic Minority Areas from the Perspective of Poverty Control

探索民族地区政府绩效评估的特殊性因素及其指标体系构建有助于进一步改善行政环境,优化行政效率。本文以民族地区政府绩效评估为研究视角,基于已有文献的回顾,以文本资料收集、数据调研统计与质性研究相结合的研究方法对影响民族地区政府绩效评估的特殊性因素进行了厘析。研究发现:民族地区贫困环境、地缘环境与人文环境等特殊性因素是当前影响民族地区政府绩效评估的现实困境。建议民族地区政府绩效评估要基于一般性标准,融合特殊性要素,秉持以多民族利益为中心的发展理念,注重政府、市场和社会三者的现代化功能;因地制宜地设计民族地区政府绩效评估框架,并以此构建具体评估量化指标,以期为未来相关性研究做知识积累与经验参考。

Exploring the special factors of government performance evaluation in ethnic areas and their appli cation expression will help to further improve the administrative environment and optimize administrative efficien cy.Based on the review of the existing literature,the research methods based on the combination of text data col lection,data research statistics and qualitative research have analyzed the specific factors affecting the perfor mance evaluation of government in ethnic areas.The study found that the special factors such as poverty environ ment,geopolitical environment and humanistic environment in ethnic areas are the current dilemmas affecting the performance evaluation of government in ethnic areas.The research suggests that the performance evaluation of government in ethnic areas should be based on general standards,integrate special factors,adhere to the develop ment concept centered on multi-ethnic interests,and pay attention to the modern functions of government,market and society.Framework,and to build specific evaluation indicators,in order to make knowledge accumulation and experience reference for future relevance research.
