摘要
科学合理的风险评估是化学品槽车泄漏事故救援的重点和难点。结合“人—机—环境—管理系统”工程理论和Delphi法构建了化学品槽车泄漏事故救援风险评估指标体系,确定了4个一级指标和16个二级指标,并在此基础上运用AHP-模糊综合评价法确定化学品槽车泄漏事故救援风险评价等级隶属度。通过一起化学品槽车泄漏事故案例分析,验证了评估模型的科学性和合理性。有助于现场消防人员辨明槽车泄漏事故救援现场风险因素,科学进行风险管理,并采取针对性的应对措施。
Scientific and reasonable risk evaluation is the key and difficult issue in chemical tanker leakage accidents.Based on the theory of safety engineering,“human-machine-environment-management”,and Delphi method,the risk evaluation index system of chemical tank car leakage accidents is constructed,4 primary indicators and 16 secondary indicators are identified.On that basis,the AHPfuzzy comprehensive evaluation method is used to determine the grade membership of risk evaluation of the chemical tank car leakage accident rescue.Through a chemical tank car leakage accident,the evaluation model is verified to be scientific and reasonable,which provides technical ideas for the fire protection personnel to identify the risk factors of tank car leakage accident rescue,take corresponding measures,and carry out scientific risk management.
