穿越机管控现状及对策

Current Situation and Countermeasure of FPV Control

穿越机是近年兴起的高速多轴飞行器,具有高速度、高风险、稳定性差等特点,与普通无人机的关系相当于汽车中的民用车与赛车之关系。由于出现时间较晚,我国法律法规存在一定滞后,使得穿越机目前处于法律管控的真空期。通过对国内外穿越机管控现状及其法律进行比对研究,借鉴其他国家对穿越机进行管理的措施和经验,从明确法律定义、对生产厂商进行严格管理、加强培训进行实名登记、构建穿越机管控的协调机制等方面探讨我国对穿越机的管控,以消除穿越机可能带来的安全隐患并引导穿越机行业有序、健康发展。

FPV,a highspeed multiaxis aircraft has emerged in recent years.It has the characteristics of high speed,high risk and poor stability.Its relationship with ordinary drones is equivalent to that of civilian vehicles and racing cars.As the legislation on it lagged behind its appearance in the market,FPV is currently in a regulatory vacuum.By comparing the current situation of domestic and international FPV control and its laws,and drawing on other countries’measures and experiences of managing the FPV,this paper proposes controlling the FPV by clarifying its legal definition,strengthening the control of its manufacturers,intensifying its operation training and implementing realname registration,and setting up a coordination mechanism,so as to eliminate the potential safety hazards of the FPV,and guide the industry to develop in an orderly and healthy manner.
