摘要 为了开展气象灾害经济损失及风险评估工作,文中提出一种基于IOM模型的暴雨灾害经济损失评估系统。通过基础数据的收集和分析,结合多学科的理论和知识,采用先进的算法与IOM模型,构建人机交互、分布式采集数据的暴雨灾害经济损失评估系统,实现以社区为基本单元的灾害直接、间接经济损失和减灾服务效益评估。实验结果表明:系统能够自动生成典型受灾区域的防御对策建议;其完全基于SOA服务体系架构的服务封装和应用构建共享技术,具有优秀的开放、可集成性;采用B/S结构的三层架构体系,用户端不需要安装软件,通过浏览器即可使用系统各项功能。 An IOM model based economic loss assessment system for rainstorm disaster is proposed to carry out the assessment of economic loss and risk for the meteorological disasters. By means of the collection and analysis of basic data,and in combination with multi-disciplinary theory and knowledge,a rainstorm disaster economic loss assessment system with functions of human-computer interaction and distributed data collection is established on the basis of the advanced algorithm and IOM model,so as to realize the direct and indirect assessment of economic loss and disaster reduction service benefit by taking the stricken community as a basic unit. The experimental results show that this system can automatically generate defense countermeasures and suggestions for typical stricken areas. Its service encapsulation and application construction sharing technology fully based on SOA service architecture has excellent open and integration. With the three-tier architecture of the B/S structure,users can use all functions of the system by means of the browser without the need of software installation.
