社区参与机制是国家公园管理体系的重要组成部分,也是平衡各方利益,以实现国家公园公益性的重要举措。引导社区参与国家公园建设,是推进多方共治体系的有效途径,是降低利益相关者交易成本的客观要求,是挖掘和更新国家公园社区乡土文化的必要环节。当前由于我国国家公园法律基础缺失,社区参与动力不足、程度有限并且社区参与能力存有偏差的原因,国家公园社区参与机制有待从法律机制、动力机制、合作机制和能力建设机制加以完善。

Community participation mechanism is an important part of the National Park Management system,and also an important measure to balance the interests of all parties in order to realize the public welfare of the National Park.It is an effective way to guide the community to participate in the construction of the National Park in promoting the multi-party public governance system and also an objective requirement to reduce the transaction costs of stakeholders.At the same time,it is a necessary link to excavate and update the local culture of the community in the National Park.At present,due to the lack of legal basis of the National Park,the lack of motivation and limited degree of community participation,and the deviation of community participation ability,the mechanism of community participation in the National Park needs to be improved from the legal mechanism,motivation mechanism,cooperation mechanism and capacity-building mechanism.
