北京市医药分开综合改革对医生的影响调查与对策研究——以北京市10所三甲医院为例

Investigation and Countermeasure Research on the Impact of the Comprehensive Reform of Beijing Medical Separation on Doctors——Taking 10 Tertiary Hospitals in Beijing as the Example

目的了解北京市医药分开综合改革对医生的影响,在调查中发现问题,明确问题产生的原因,提出相应的对策和建议,为今后政策的制定提供依据。方法运用问卷调查、现场访谈和文献检索等数据收集法,开展北京市医药分开综合改革对医生影响的调查;利用对比分析法对现存医药卫生改革的两面性进行分析。结果医生整体上对北京市医药分开综合改革在一定程度上缓解了患者看病贵的问题持积极态度,但医生对医药分开综合改革的关注度和参与度不够。结论仍然需要调动医生的积极性,发挥主观能动性,依据供给侧改革政策和“两个允许”政策进一步完善医药分开综合改革。

OBjECTIVE To understand the impact of the comprehensive reform of Beijing medical separation on doctors,identify problems in the investigation,clarify the causes of the problems,and propose corresponding countermeasures and suggestions to provide basis for future policy formulation.METHODS Using questionnaires,on-site interviews,literature search and other data collection methods,the investigation of the impact of comprehensive reform of Beijing medicine on doctors was carried out.The comparative analysis method was used to analyze the two sides of existing medical and health reforms.RESULTS On the whole,doctors had a positive attitude towards the comprehensive reform of Beijing medicine,which had alleviated the problem of expensive patients.However,doctors had insufficient at tention and participation in the comprehensive reform of medicine.CONCLUSION It was still necessary to mobilize the enthusiasm of doc tors,exert subjective initiative,and further improve the comprehensive reform of medicines based on the supply-side reform policy and the“two permissive”policies.
