昆明市乡镇卫生院运行现状调查与对策分析

Investigation and Countermeasures on the Current Situation of the Operation of Township Hospitals in Kunming

目的了解目前昆明市乡镇卫生院运行现状,对其存在的制约因素针对性地提出改善对策和措施。方法通过问卷调查和访谈,获得乡镇卫生院基本情况、人力资源状况和运行现状等资料,应用统计软件对调查资料进行统计分析,形成调查结果与结论。结果调查的102家乡镇卫生院中,建筑面积达标的有83家,有一半以上乡镇卫生院床位数不达标,人员共有编制2631人,目前在岗人员共3526人,其中,编外人员1407人,专业技术人员共3050人,人均服务人口1178人,人员空编与编外用人现象并存,全市乡镇卫生院共空编481人。共有执业(助理)医师1071人,占卫生技术人员的38.92%,公共卫生人员学历低,技术职称低。结论我市乡镇卫生院仍存在基础设施薄弱、人才人员结构不合理、整体素质低和业务发展不平衡等因素的制约,需进一步加强人、财和物的投入,以促成我市乡镇卫生院健康发展机制。

OBJECTIVE To understand the current status of the operation of township hospitals in Kunming,and to propose countermea sures and measures for the constraints of their existing constraints.METHODS Through questionnaires and interviews,the basic situation of township hospitals,the human resources of health centers,the current status of health centers,etc.were obtained.Statistical soft ware was used to analyze the survey data to form survey results and conclusions.RESULTS Among the 102 township hospitals surveyed,there were 83 construction areas,and more than half of the township health centers did not meet the standard number of beds.The num ber of staff was 2631,and there were currently 3526 staff members,including 1407 non-staff personnel,3050 professional and tech nical personnel.The per capita serving population was 1178.The phenomenon of empty staffing and non-staffing was coexisting.The township health centers in the city had a total of 481 people.A total of 1071 practitioners(assistant)doctors,accounting for 38.92%of health technicians,public health personnel with low academic qualifications and low technical titles.CONCLUSION The township hospi tals in the city still had the constraints of weak infrastructure,unreasonable personnel structure,low overall quality,and unbalanced business development.It was necessary to further strengthen the investment of people,finances and materials to promote the township health of the city to hospital health development mechanism.
