我国防汛应急指挥系统建设现状与发展思考

Current Situation and Development Thinking of Flood Control and Emergency Command System in China

防汛应急指挥系统是一个由防汛基础设施、防汛信息传输网络、防汛指挥中心、视频会商系统、防汛监视及调度等应用系统组成的复杂的综合防汛体系。本文主要研究国内外防汛指挥系统建设的发展情况,包括当前防汛监测系统、预警系统、会商系统、网络通信系统以及新技术的应用情况,总结当前防汛指挥系统建设的基本思路和技术路线,发现指挥系统存在的弊端及待改进之处,并就未来构建新型综合防汛指挥系统建设提出建议,为将来防汛指挥系统的建设提供参考依据。

Flood control emergency command system is a complex integrated flood control system composed of flood control infrastructure,flood control information transmission network,flood control command center,video consultation system,flood control monitoring and dispatching system and other application systems.This paper mainly studies the development of flood control command system in china and abroad,including the current flood control monitoring system,early warning system,consultation system,network communication system and the application of new technologies,summarizes the basic ideas and technical routes of the current flood control command system construction,finds out the drawbacks and improvements of the command system,and puts forward some suggestions for the future construction of a new type of comprehensive flood control command system,providing a reference for the future construction of flood control command system.
