促进营利性民办高校发展的几点思考

目前营利性民办高校发展面临着诸多的现实挑战,具体表现为制度环境的不利、社会民众的抵触和学校内部的压力。突破这一困局必须对发展营利性民办高校的必要性形成清晰的理性认识。促进营利性民办高校发展是分类管理的题中之义,符合我国民办高校投资办学的客观实际,既能有效缓解高等教育财政支出的压力,又可满足民办高校自身持续发展的需求。促进营利性民办高校发展,必须完善民办高等教育政策,激发民间资本进入高等教育领域的动力,通过宣传营造良好的舆论氛围,以有效的监管机制保证营利性民办高校的公益性。同时,营利性民办高校自身必须关注组织效率,加强内涵建设,办出令人民满意的优质教育。

At present,the development of for-profit private colleges is facing such realistic challenges as the unfavorable institutional environment,the conflict from the public and the in-school pressure.To break through this dilemma,we must form a clear rational understanding of the necessity of developing for-profit private colleges.Promoting the development of such colleges is the intention of classified management,which is in line with the objective reality of investment in running schools in private colleges in China.It can not only effectively alleviate the pressure of financial expenditure of higher education,but also meet the needs of sustainable development of private colleges themselves.Therefore,we must improve the policy of private higher education,stimulate the motive force of private capital into the field of higher education,create a good atmosphere of public opinion through publicity,and ensure the public welfare of for-profit private colleges through effective supervision mechanism.Meantime,for-profit private colleges themselves must pay attention to organizational efficiency,strengthen the connotative construction,and run the high-quality education satisfying the people.
