精准扶贫背景下山西农户收入差距变动分析

Analysis on the Change of Income Disparity of Rural Households in Shanxi under the Background of Precise Poverty Alleviation

选取2013-2018年面板数据,运用差值法基尼系数、加权变异系数等指标多角度分析了山西城乡收入差距变动状况;运用泰尔指数、库兹涅茨比率等指标全面分析了山西农村内部收入差距变动趋势。结果表明,精准扶贫实施以来,山西农户收入增长速度超过了山西城镇家庭,山西低收入农户收入增长速度超过了高收入农户;山西农户收入差距主要来源于工资性收入的差异;山西农村内部收入差距呈现出明显的、稳定的缩减趋势;山西城乡收入差距同样也呈现出显著的、持续的缩小趋势,但是山西城乡收入差距长期高于全国平均水平,山西农户收入水平长期低于全国平均水平。采取促进农村剩余劳动力转移、提高土地流转水平、加大教育扶贫和健康扶贫力度、进一步加大强农惠农政策的实施力度等多方举措,以达到提高山西农户收入水平、缩小山西农户收入差距的根本目的,为彻底打赢脱贫攻坚战提供决策参考。

The panel data from 2013 to 2018 was selected,and the variation of urban-rural income gap in Shanxi was analyzed by using the difference method Gini coefficient and weighted coefficient of variation.The indicators of Theil index and Kuznets ratio were comprehensively analyzed on the trend of the rural internal income gap in Shanxi.The results showed that since the implementation of precise poverty alleviation,the income of rural households increased faster than that of Shanxi urban households.The income of low-income rural households in Shanxi increased faster than that of high-income rural households.The income gap of rural households in Shanxi mainly came from the difference of wage income,the rural internal income gap in Shanxi showed a clear and stable trend of reduction,the income gap between urban and rural areas in Shanxi also showed a significant and continuous narrowing trend,but the income gap between urban and rural areas in Shanxi was long-term above the national average,while income level of rural households in Shanxi was lower than the national average for a long time.Promote the transfer of rural surplus labor force,improve the level of land transfer,increase education poverty alleviation and health poverty alleviation,further increase the implementation of the policies of strengthening and benefiting agriculture,its purpose was to increase the income level of rural households in Shanxi and narrow the income gap of rural households in Shanxi,and provide decision reference for the complete fight against poverty.
