实现规划环评和建设项目环评有效联动探析

Discussion on Effective Linkage between Planning EIA and Project EIA

近年来在深化“放管服”改革和优化营商环境、推行行政审批体制改革的大背景下,部分省、区、市开始探索各式各样建设项目环评文件内容简化的环评审批管理模式。优化简化环评审批是环评审批体制改革的趋势,但也容易造成只要有规划环评就可以直接简化建设项目环评的冒进思路,因此很有必要探讨规划环评对建设项目环评的指导作用及建设项目环评文件内容简化的条件和要求。文章通过对广西壮族自治区“十二五”和“十三五”期间规划环评文件编制质量的摸底调查,分析了当前规划环评文件存在的共性问题及原因,在此基础上探讨建设项目环评文件简化的方式、条件以及内容要求,并提出相应的建议,以期为做好规划环评和建设项目环评的联动提供借鉴。

In recently years many provinces and cities have begun to explore various demos of EIA approval and management that the contents of EIA documents is more compact,in the situation of government reform of“Streamlining government and delegating authorities,Strict management while giving more rights,Optimizing services”,optimizing the business environment and implementing the reform of administrative examination and approval system.Optimizing and simplifying EIA approval is the trend of EIA approval system reform,in order to avoid the risk of directly simplifying project EIA only based on the planning EIA,it's necessary to discuss the guidance of planning EIA on construction project EIA and the conditions and requirements for simplifying the contents of project EIA documents.According to investigation on the quality of planning EIA documents made during the 12th to 13th Five-Year Planning period in Guangxi Zhuang Autonomous Region,the common problems and reasons in the current planning EIA documents were analyzed,the ways,conditions and content requirements of simplifying the project EIA documents were discussed,and the corresponding suggestions were put forward for improving the linkage between planning EIA and project EIA.
