长江经济带内河港口规划环评成效及对策

Study on the Effectiveness and Countermeasures of Inland Port Planning EIA in the Yangtze River Economic Zone

长江经济带内河港口规划环境影响评价工作经过了十五年的探索与实践,在港口岸线管控、港口布局优化、港口规模控制及生态敏感区域保护等方面取得了一定成效,有效防范了港口开发建设对长江流域生态环境产生的不利影响。但在当前环境保护发展和环评改革的新形势下,内河港口规划环评工作在机制、执行和监督等方面仍存在一些问题。文章通过系统性回顾长江经济带内河港口规划环评进展,分析规划环评所取得的成效,总结长江经济带内河港口规划环评存在的主要问题,并从技术管理和程序管理等方面提出相应的对策建议。

The EIA of inland port planning in the Yangtze River Economic Zone has been explored and practiced for fifteen years.It has achieved remarkable results in port line management and control,port layout optimization,port scale control and ecological sensitive area protection,and effectively prevented adverse impact of port development and construction on the ecological environment of the Yangtze River Basin.However,under the new situation of environmental protection development and EIA reform,there are still many problems in the work mechanism,implementation and supervision of EIA of inland port planning.This paper systematically reviews the progress of EIA of inland port planning in the Yangtze River Economic Zone,analyses the achievements,summarizes the main problems of EIA,and puts forward corresponding suggestions from the aspects of technology and procedure management.
