摘要
在实验室安全管理向管治结合的过程中,安全检查是基础手段,是实验室安全体系中落实工作、提升水平的重要环节,而信息化是提升检查工作水平,提高管理能力的重要手段之一。概括了实验室安全检查的4种方式,分析了制度、人员、手段等要素。基于这些方式与要素,结合学校多年实施的实验室安全督导实践,提出了安全检查系统的开发内容。系统能适应PC端与移动端的需求,针对检查计划、检查审核、隐患记录管理,生成检查报告、整改报告、整改通知书管理,基本信息维护、系统维护及统计分析等功能进行分析,设计出框架图、检查流程图、整改流程图以及统计分析功能等,用于实施安全检查全流程管理。该系统可让管理人员跟踪隐患整改工作,实现隐患整改的闭环管理。
In the process from management way to the mode of combination of governance with management,laboratory safety check is the basic method to the implementation and improvement of related work,is an important part in the system of laboratory safety. And the informatization is one of the important methods to improve the level of check work and the ability of safety management. In this paper,four different types of laboratory safety check were generalized,then the main factors,including regulatory framework,people and methods,were analyzed. Based on these results and combined with authors’ practice in the supervision of laboratory safety,the contents of system development for the check were put forward. The system is suitable to PC and mobile terminals. And the schematic diagrams of function design,check process,rectification process and the function of statistics and analysis were designed,aimed at the check plan,check audit, management of hidden danger, the formation of check report, rectification report, management of rectification advice,the maintenance of basic information,the maintenance of system and statistical analysis. Then the system can be used to the whole process management of safety check. The administrators can trace the hidden dangers rectification and complete the related closed-loop management by this system.
