基于协同治理的高校学生党支部与团支部、班委会“三位一体”班级治理模式及其有效实现

党的十八届三中全会提出“推进国家治理体系和治理能力现代化”社会治理后,党的十九大报告继续又提出了“打造共治共享的社会治理格局”的规划,并针对性地提出要实现高等教育的内涵式发展。班级是传统教学的基本单位和大学活动的主要载体,也是大学生进行自我教育、自我管理和自我服务的重要组织。党支部、团支部和班委会是班级治理中的重要组织,通过制定共同目标、建设班级共同体和规范班级制度建设等路径,构建党支部、团支部与班委会的协同工作机制,整合班级内部管理资源,提升班级治理的水平和质量。

After the Third Plenary Session of the 18th CPC Central Committee put forward the social governance of"promoting the modernization of national governance system and governance ability",the report of the 19th CPC National Congress continued to put forward the plan of"building a social governance pattern of CO governance and sharing",and pointed out to realize the connotative development of higher education.Class is the basic unit of traditional teaching and the main carrier of university activities.It is also an important organization for college students to carry out self-education,self-management and self-service.The Party branch,the League branch and the class committee are important organizations in class governance.Through the establishment of common goals,the construction of class community and the standardization of class system construction,the cooperative working mechanism of the Party branch,the League branch and the class committee is constructed,the internal management resources of the class are integrated,and the level and quality of class governance are improved.
