养老“新视界”——多方合作互助养老体系的构建

伴随着我国人口老龄化进程的加快,“养老”逐渐成为社会讨论和关注的热点话题。面对我国目前存在人口老龄化过快、配套设施难以保障、养老模式单一、专业化服务水平较低等一系列问题,“互助养老”概念被提出并实践推行。互助养老的出现,一定程度上突破了当前养老的种种困境,打开了养老业的“新视界”,丰富了养老产业发展形式,拓宽了养老体系建设的思路,在实践上取得了一定效果,但由于各种原因的限制,目前尚存在一些问题和不足,因此,构建家庭、政府和机构、社区多方合作的互助养老体系具有一定的现实意义。

With the acceleration of China's population aging process,"care for the aged"has gradually become a hot topic of social discussion and concern.Faced with a series of problems such as the rapid aging of the population in China,the difficulty in supporting facilities,the single mode of providing for the elderly,and the low level of professional services,the concept of"mutual assistance for the elderly"has been proposed and put into practice.The emergence of mutual assistance to the elderly has broken the current difficulties of the elderly to a certain extent,opened up the"new horizon"of the elderly industry,enriched the development of the elderly industry,broadened the thinking of the construction of the elderly system,and achieved certain results in practice.However,due to the restriction of various reasons,there are still some problems.Therefore,it is of practical significance to build a mutual assistance pension system in which families,governments,institutions,and communities cooperate.
