电信网络诈骗犯罪的现状及对策研究

Research on the Current Situation of Telecom Network Fraud and Countermeasures

新型电信网络诈骗犯罪表现出非接触化、智能化、职业化的特点。为寻求合理有效的电信网络诈骗犯罪治理对策,通过收集整理近年来电信网络诈骗犯罪基本现状的数据,分析得出打击电信网络诈骗犯罪存在案件侦办成本高见效慢,侦查办案“孤岛”化,打击经验匮乏,重点地区整治不彻底,打击防范浮于表面以及反诈中心功能发挥不充分等难点。从依托反诈中心,配置完善反诈中心职能,网上网下并行,建立专业化打击队伍,加强警银、警企合作,建立科学防治体系等方面提出治理对策。

The new telecom network fraud crime shows characteristics of non-contact,intelligent and professional.In order to find reasonable and effective countermeasures to control telecom network fraud,basic status data of telecom and Internet fraud crime in recent years are analyzed;results have shown that the cost to crack down crimes is high but the effect is slow;the investigation and control of cases is like“isolated island”and lacks experience;the control in key areas is not complete,and the prevention is not fundamental;the function of anti-fraud center is not fully leveraged.Relying on the anti-fraud center,the police should improve the functions of anti-fraud centers;a professional strike team should be built online and offline in parallel;police-bank and police-enterprise cooperation should be strengthened,and governance countermeasures on a scientific prevention and control system should be put forward.
