An Evaluation of Private Enterprise Bond Financing in Zhejiang

自民营企业债券融资支持工具实施以来,浙江支持工具发行规模占全国比重超1/3,领跑全国,但仍存在支持工具扩面增量难、地方反担保比例低等问题,建议下阶段各方进一步形成合力,打通政策梗阻,发挥支持工具积极作用。

Zhejiang has achieved positive results since it launched a program of encouraging private enterprise bond financing support tools. The province now accounts for about one-third of the total issuance of these instruments nationwide. However, there are still a number of obstacles, such as the relatively small sums involved in each instance and the low levels of counter-guarantees. This paper puts forward suggestions that might help overcome these policy hurdles.
