建设气象社会化观测示范工程的思考

Thoughts on Constructing Meteorological Socialized Observation and Demonstration Project

创新气象观测方式、拓展气象观测领域、统筹社会观测资源,不断提高气象信息在防灾减灾、生态文明、公众生产生活、经济社会发展中的服务能力,是新时代综合观测业务发展的重要方向。本文在立足河南省气象系统现有业务环境和人才优势的基础上,分析了大力推进气象社会化观测示范工程建设的必要性,并利用五大理念和三种技术,打造"一个目标、五项工程、七个驱动"的省级气象社会化观测示范工程的建设模式。

Innovation of meteorological observation methods, expansion of meteorological observation fields, overall planning of social observation resources, and continuous improvement of meteorological information service capacity in disaster prevention and mitigation, ecological civilization, public production and life, and economic and social development are important directions for the development of comprehensive observation business in the new era. Based on the existing business environment and talent advantages of Henan meteorological system, this paper analyzes the necessity of vigorously promoting the construction of meteorological socialized observation demonstration project, and makes use of five concepts and three technologies to build a construction mode of "one goal, five projects and seven drivers" provincial meteorological socialized observation demonstration project.
