开发性金融应用于流域综合治理项目融资路径探析

流域综合治理是中国特色社会主义生态文明建设的战略内容,是推进环境保护实施的重大工程。因其投资规模大、沉淀成本高等特点,此类项目融资难度较大。将开发性金融应用于流域综合治理领域,可帮助流域治理主体获得融资支持,并完成流域综合治理市场化机制构建,为金融支持社会民生福祉事业发挥示范作用。基于永定河流域治理实践,对采用开发性金融模式融资提出相关建议。

Comprehensive management of river basins has been regrading as one of the strategic contents for ecological civilization initiative with Chinese characteristics and backbone project for environmental protection.Due to the large scale of investment and high sunk cost, fund raising for such projects tends to be difficult. The introduction of development-oriented financing to integrated river basin management enables the major player of river basin to attract investment, with creation of market-oriented mechanism. It set up a good example for the financial sector to make contrition for social and civil well-being. Recommendations are given for the application of development-oriented financing model, based on practices of governance of the Yongding River Basin.
