我国中小企业参与现代学徒制的对策与建议

Suggestions on SMEs’ Participating in Modern Apprenticeship System

中小企业是国民经济和社会发展的生力军,是中国企业的重要组成部分,在现代学徒制中理应发挥重要作用.目前我国中小企业参与现代学徒制存在成本高风险大、法律地位不明确以及公众缺乏信心等问题,导致中小企业参与现代学徒制的意愿极低.在借鉴西方现代学徒制经验的基础上,提出“三位一体”管理模式,即现代学徒制专门管理机构、行业协会和政府共同管理,推动中小企业积极参与现代学徒制;同时建议加强宣传提高中小企业参与现代学徒制的认可度,从而促进现代学徒制健康发展.

Small and medium-sized enterprises (SMEs) are the new force of national economic and social development and an important part of Chinese enterprises.They should play an important role in the modern apprenticeship system.However,at present,there are many problems in the participation of SMEs in the modern apprenticeship system,such as high cost,high risk,unclear legal status and lack of public confidence,which lead to the low willingness of SMEs to participate in the modern apprenticeship system.Based on the experience of modern apprenticeship in the West,this paper puts forward a "three-in-one" management model,namely,the joint management of modern apprenticeship specialized management institutions,trade associations and the government,which promotes the active participation of SMEs in modern apprenticeship.At the same time,it is suggested to strengthen publicity and enhance the recognition of SMEs in modern apprenticeship system,so as to promote its healthy development.
