我国网络性侵儿童现状研究及防治对策分析

The Current Situation of Internet Sexual Abuse of Children in China and the Analysis of Countermeasures

近年来随着互联网和移动设备的发展普及,性侵儿童出现了从线下向线上转移的新趋势,且具有隐蔽性强、隐案率高以及调查取证困难等特点,其类型主要有线上引诱欺骗型、线上威胁恐吓型、线上交涉线下性侵型等。犯罪主体复杂、立法存在漏洞、相关教育缺失、司法程序滞后、网络环境恶化等是网络性侵儿童现象多发的原因,建议从完善立法、联合防治、强化教育、预防再犯、净化网络环境五大方面入手,呼吁各方建立网络性侵儿童立体化防治体系。

In recent years,with the development of the Internet and mobile equipment popularization,sexual abuse of children is in the new trend of moving from offline to online,and have strong concealment,high implicit case rate and the difficulty of investigation.The types can be divided into online seduction,online threats and online contact before offline sexual assault etc.Complex subject of crime,loopholes in legislation,lack of relative education,the lag of Judicial process and the deterioration of the network environment is the main reason.It is suggested to improve legislation,make alliance of preventing and managing,strengthen education,prevent recidivism and purify the network environment from five aspects,calling for all parties to establish threedimensional intervention system.
