Network Security Nomocracy in the Era of "Internet +": Dilemma and Solution

互联网+时代信息技术发展日新月异,网络安全面临的隐患和威胁日益增多,但由于法治发展滞后于社会发展与技术进步,我国网络安全面临安全教育滞后、法制体系不完善、管理机制弱化、法治针对性不强等困境。要通过完善互联网法律体系,加强法制管理的针对性,建立有效的监督反馈机制,加大安全教育力度,构建完备的、与时俱进的网络安全法治体系,走出网络安全的法治困境。

With the rapid development of information technology in the era of "Internet+", network security is confronted with more and more potential dangers and threats. However, as the development of nomocracy lags behind social development and technological progress, the network security in China has met such challenges as lagging security education, imperfect legal system, weakened management mechanism, and indefinite pertinence of legal management. In order to go out of the dilemma, it is necessary to improve the Internet legal system, strengthen the pertinence of legal management, establish an effective supervision and feedback mechanism, develop security education and build a complete and up-to-date legal system for network security.
