供需错位：社会关系视角下农村公共文化产品供给问题研究——基于豫西J村的田野观察

Dislocation of Supply and Demand: Research on the Supply of Rural Public Cultural Products from the Perspective of Social Relations: Field Observation Based on J Village in Western Henan

税费改革后,中国农村公共文化产品虽然供给总量不断提升,供给种类不断丰富,但因供需错位而导致的有效供给不足问题却普遍存在。文章通过豫西J村的研究发现,在以"项目制"为主的农村公共文化产品供给背景下,项目作为一种利益资源,其分配过程中难免会受到各种社会关系的影响。农村公共文化产品供需错位问题的解决,既要强调供给主体的多元性及农民需求表达机制的有效性,也要注重乡村社会的特殊性,合理配置农村公共文化产品。

After agricultural Tax-fee reform,although the total supply of rural public cultural products has been increasing and the types of supply have tended to diversify,in the actual supply process of rural public cultural products,the problem of insufficient effective supply caused by the dislocation of supply and demand is widespread.Through field observation of J village in Western Henan,this paper finds that under the background of rural public cultural products supply based on“project system”,project,as a resource,is essentially an existence of interests,and inevitably will be affected by various social relations in the process of project operation.Accordingly,this paper holds that the solution to the problem of dislocation between supply and demand of rural public cultural products in China should not only emphasize the pluralism of suppliers and establish an effective expression mechanism of farmers’needs from the perspective of supply system,but also pay attention to the particularity of rural society and rationally distribute rural public cultural products.
