我国人文社会科学评价机制批判与重构

Criticism and Reconstruction of the Evaluation Mechanism of Humanities and Social Sciences in China

改革开放40年,我国人文社会科学评价方面取得长足的进步,但仍存在不合理、不公正和不规范等问题,不仅阻碍着人文社科的发展,也滋生新的学术不公和学术腐败。如何把握人文社科特点,慎重借鉴国外标准,优化人才晋升激励机制,清理项目资助奖项,完善项目申报评审程序,恪守论文公度标准,整顿学术期刊乱象,治理学术评定腐败,形成学术评价去行政化等机制,确立学术评价主体的准确定位,建立综合系数加权评价体系,注重个性分类的评价方法等应成为我国人文社会科学评价机制创新的要义。

Forty years since the reform and opening-up,the humanities and social science evaluation has made great progress in China.However,there are still many unreasonable,unjust and nonstandard problems,which not only hinder the development of humanities and social science,but also bring about new academic injustice and corruption.The essence of innovation about humanities and social science evaluation mechanism in the university should focus on grasping the characteristics of humanities and social sciences,referencing foreign standards carefully,optimizing the talent promotion mechanism,cleaning project funding awards,improving project review produces,abiding by the standard of academic justice,rectifying chaos of academic journals and corruption of academic evaluation,forming the de-administrative evaluation mechanism,establishing the accurate positioning of academic evaluation subject,establishing comprehensive coefficient the weighted evaluation system,and paying more attention to evaluation methods of personality classification.
