全球地质调查发展新动向与新趋势——国外主要国家地质调查机构新一轮发展战略综述 被引量:10

摘要 当前,地质调查面临新的发展机遇和挑战,世界主要国家(地区)地质调查机构纷纷重新审视其工作重点及未来发展需求,并相继发布新一轮发展战略,积极推动地质调查实现更高水平的创新和发展。通过对这些战略规划的新动向和新举措的系统总结,梳理出全球地质调查发展的新趋势,主要表现在6个方面:各国地质调查工作普遍面临转型升级的巨大挑战;利用数字技术革命重塑地质调查发展方式已上升至战略高度;推动人地关系协调成为地质调查工作重要内容;多要素监测网络体系建设正成为地质调查实现高水平发展的基础条件;地质调查填图更加强调需求、问题和应用导向;地质调查走向区域化、全球化发展的步伐明显加快。为推动中国地质调查工作转型发展,提出了拓展工作领域、加快数据整合、加强多学科综合研究和提升多要素监测能力4个方面建议。 Nowadays, facing new development opportunities and challenges, geological survey organizations of the world’s major countries are re-examining their working emphasis and future development demands, and issuing new development strategies in succession to actively promote geological survey to a higher level of innovation and development. Through a systematic summary of the new trends and measures in these strategies and plans, this paper reveals the new tendency of global geological surveys, which is manifested in the following six aspects: ① geological survey around the world is facing huge challenges of transformation and upgrading;② using digital technology revolution to reshape the development of geological survey has been raised to the height of strategic development;③ promoting the coordination of man-earth relationship has become an important content of geological survey;④ multi-factor monitoring network system is becoming the basic condition for geological survey to realize high level development;⑤ geological mapping is more problem-oriented, target-oriented and application-oriented;⑥ geological survey is speeding up its regionalization and globalization. Besides, in order to promote the transformation of geological survey in China, this paper puts forward four aspects of suggestions, i.e., expanding work area, speeding up data integration, strengthening comprehensive study, and enhancing monitoring capability.
