Compilation of Landscape Resort Under the Guidance of National Land Use and Spatial Plan

建立国土空间规划体系并监督实施,建立以国家公园为主体的自然保护地体系,强化国土空间规划对各专项规划的指导约束作用,是党中央、国务院作出的重大战略部署。在此背景下,风景名胜区规划作为国土空间规划体系的专项规划,面临新形势、新任务和新要求,必须转变思路、有所作为。文章在对《中共中央国务院关于建立国土空间规划体系并监督实施的若干意见》和《关于建立以国家公园为主体的自然保护地体系的指导意见》进行深入解读的基础上,把握国土空间规划对风景名胜区的要求,提出对接国土空间规划开展风景名胜区“两专”规划的编制思路和技术路线。

The CPC central committee and the state council have made strategies of establishing national land use and spatial plan system and nature reserve system,and strengthening their guidance on specialty plans.Landscape resort plan,as a specialty plan in the system,shall make breakthrough in the face of new situation,mission,and requirement.With an analysis of opinions promulgated by the central government,the paper puts forwards the concept and technical route of“two specialty”plans that connects national land use and spatial plan.
