在现代社会发展中,农地征用中的土地矛盾本质上体现着显性的土地财产收益所有者农民与隐性的土地实际支配者地方政府之间的矛盾,是由经济社会发展中不同利益主体对稀缺资源需求的差异造成的,体现着个体经济财产权与行政支配权之间的冲突。新时期农地征用中的地方政府行为是"职责理性"与"经济理性"的叠加,是新的"理性-庇护"主义行为,它内含着职责、道德、情感、文化等多重因素。理性彰显着地方政府的公共性,也隐含着地方政府的庇护性。征地过程中的基层政府"理性-庇护"主义行为具有不同表现类型,这些行为类型在具体的环境条件下可以相互转化。
