杭州市主城区非核心功能疏解思路研究

Research on Non-core Function Dredging in Main Urban Areas of Hangzhou

杭州作为浙江省省会、长三角中心城市,其辐射作用正逐步体现出来。但同时城区日积月累的“城市病”问题仍未解决,非核心功能的混乱与杂糅干扰了主城区的未来发展,与杭州市国际一流的发展目标和建设国家中心城市的愿景不符。文章通过厘清与主城区未来发展关联不大且导致“城市病”产生的非核心功能,就如何对其进行疏解提出研究思路,以此来完善杭州市的城市功能的布局。具体的疏解思路为:以“三加、三减、三提升”为疏解导向,有序疏解杭州主城区不必要的非核心功能。优化城市功能布局,引领产业要素集聚;保留区域特色产业,深化产业发展水平;控制非核心功能扩张,提升产业服务质量;梳理非核心功能现状,加强产业疏解力度;区分市场与公共服务,分类制定引导策略;推动重大项目落地,解决痛点难点问题。

As the capital of Zhejiang province and the central city of the Yangtze river delta,Hangzhou's role of radiation is gradually reflected.At the same time,the problem of"urban disease"has not been solved,and the disorder and mixture of non-core functions have interfered with the future development of the main urban area,which is inconsistent with Hangzhou's world-class development goal and the vision of building a national central city.By clarifying the non-core functions that are not closely related to the future development of the main urban area and lead to"urban disease",the paper proposes research ideas on how to relieve them,so as to improve the layout of urban functions in Hangzhou.The specific solution is as follows:Take"Additions in three aspects","Subtractions in three aspects"and"Improvements in three aspects"as the solution orientation,and orderly solve the unnecessary non-core functions in the main urban area of Hangzhou.The thinking is as follows:optimize the layout of urban functions and lead the agglomeration of industrial elements;reserve regional characteristic industry,deepen industry development level;control the expansion of noncore functions and improve the quality of industrial services;sort out the present situation of noncore functions and strengthen the industrial dredging;distinguish between the market and public services,and develop guidance strategies by classification;promote the implementation of major projects and solve the difficult problems.
