摘要
从林权制度与政府行为角度,以森林覆盖率变化为指标,对我国林业发展进行政治经济分析。研究结果表明:集体林权改革与政府行为对林业发展起重要作用,生态文明建设纳入地方政府评价指标以及林权交易市场建设,为林业发展与经济增长形成互促机制提供政策条件与市场基础。
The paper made political and economic analysis of China’s forestry development with the changes of forest coverage as an indicator, from the perspective of forest tenure system and government behavior.The research results showed that collective forest rights reform and government behavior played an important role in forestry development. Ecological civilization construction was included in local government evaluation indicators and forest rights trading market construction, which provided policy conditions and market foundation for forestry development and economic growth to form a mutual promotion mechanism.
