林业碳汇项目风险及防范机制研究

Research on Risk and Prevention Mechanism of Forestry Carbon Sequestration Project

林业碳汇项目在实施过程中受诸多风险与不确定性的影响。重点对林业碳汇面临的碳泄露、第三方机构不健全、相关技术不完善、碳汇价格波动和政策变化等风险进行了分析,并据此提出从加大林业碳汇项目保险投入、完善林业碳汇交易中介服务体系、提高林业碳汇计量与监测技术水平、建立全国性林业碳汇交易平台四个方面来增强林业碳汇项目的风险防范能力,以推进林业碳汇项目的开展与建设。

The forestry carbon sink project was affected by many risks and uncertainties in the implementation process. The paper focused on the carbon leakage faced by forestry carbon sinks, the imperfect thirdparty institutions, imperfect related technologies, carbon price fluctuations and policy changes. According to these risks, it was proposed to strengthen the forestry carbon sink project from four aspects: increasing insurance investment in forestry carbon sink project, improving the intermediary service system of forestry carbon sink transaction, improving the technology of forest carbon sink measurement and monitoring, and establishing a national forestry carbon trading platform, thus promoting the development and construction of forestry carbon sink projects.
