桃花江国家森林公园生态旅游PPP项目是湖南省唯一入选的第一批林业PPP示范性项目,然而在招标时却遭遇困境。根据此项目的招标困境进行具体案例分析,从项目本身、外界政策等探究其原因,提出了要扩大知名度、降低准入条件、完善监管等相关建议与对策。

The PPP project of the Taohuajiang National Forest Park Eco-tourism was the only forestry PPP demonstration project which was selected by Hunan Province. However, it was encountered difficulties in bidding. The paper carried out the specific case analysis, according to the bidding dilemma of this project.It explored the reasons from the project itself and external policies, and it proposed relevant suggestions and countermeasures, such as expanding popularity, reducing access conditions, and improving supervision.
