日本国土空间规划体系纵览

An Overview on Japan’s Territorialand Spatial Planning System

随着自然资源部的组建与相关机构职能的调整,“建立空间规划体系”进入实质性阶段,如何构建新的国土空间规划体系成为当前面临的直接议题。日本的国土规划作为发达国家空间规划体系的可借鉴案例被许多学者反复提及并被认为是相对完善的规划体系。但不同论文对这一体系的名称、涵盖范围、体系内部关系等存在不同认识。本文力图对日本与空间相关的规划进行较全面的梳理与总结,从历史沿革、各类规划主要内容、规划体系的内部关系方面,准确了解日本国土规划的全貌,为我国下一步构建国土空间规划体系提供扎实的基础。

With the establishment of the Ministry of Natural Resources and the adjustment of institutional functions,how to build a new spatial system has now become an issue that is directly faced by China’s spatial system.Japan’s territorial and spatial planning system is often mentioned by many scholars as an example of the spatial planning system of developed countries and as a system which is complete and works well.However,different studies use different names and have different understandings on the research scope and internal relationship of this system.To provide a reliable basis and reference for the construction of spatial planning system in China,this paper endeavors to give an overview on Japan’s spatial planning system by summarizing all the important space-related plans in Japan and analyzing Japan’s territorial and spatial planning system in terms of the historical evolution,main content,and internal relationship of the system.
