本文是对日本地区规划制度形成的背景、制度化过程、内容特征及细分制度的分析性文章。通过对其完善过程及形成的弹性特征的分析,对我国面临的存量时代规划制度的完善,尤其是如何实现城市更新中的弹性化制度设计,解决更新过程中相关主体的利益诉求,实现土地的精细化利用等相关制度建设问题具有一定的参考意义。
