城市基层社会治理框架构建初探——基于对北京市党建引领“吹哨报到”改革的观察

Analysis of the Framework Construction of Urban Social Governance——An Observation of Beijing Reform of “ Streets Whistling, Departments Reporting”

考察了北京市党建引领"街乡吹哨、部门报到"改革创新的历史起源、类型特点、运作流程以及经验做法等,在此基础上,从社会行动理论视角出发,尝试性构建出一种新型城市基层社会治理框架。这种治理框架包括四大核心要素:通过增加街乡合法有效的自主能力来贯彻执行国家"以人民为中心"的意志;通过创造公平且可续性的公共服务为基层社会治理提供重要载体;通过广泛且有序的社会参与,凝聚社区共识;通过形成普遍认同的价值规范,为基层社会治理提供源源不断的文化动力。通过这种理论框架的建构,让人们更为清晰地分辨出纷繁且复杂的基层社会治理脉络;同时,这样的理论建构希望能够引发城市治理相关学科的思考与对话,以便为接下来的基层治理创新实践提供有益的参考借鉴。

This paper analyzes the historical origin,type characteristics,operational processes and empirical practices of Beijing Reform of"Streets Whistling,Departments Reporting".On this basis,from the perspective of social action theory of sociology,the author attempts to construct a new urban social governance framework.This governance framework includes four core elements:the first is to increase the legal and effective autonomy of the township to implement the national will"people-centered";the second is to create a fair and sustainable public service for urban society;the third is to unite community values consensus through broad and orderly social participation.Through the construction of this theory,we can more clearly distinguish the complicated and complex urban social governance context.At the same time,it is believed that the conclusions obtained in this paper can lead to the discussion and dialogue of relevant disciplines in urban governance;Thus,it provides theoretical support and guidance for social governance innovation practice.
