基于居民满意度的苏州工业园区邻里中心停车设施问题研究——以湖东、方洲、新城邻里中心为例

摘要 自20世纪90年代起,苏州工业园区引入新加坡经验,陆续规划建设了14座邻里中心。这一社区公共服务设施规划建设模式的探索取得了良好效果,邻里中心模式也在我国其他城市逐渐发展起来,但随着社会发展,邻里中心模式也暴露出一些问题。本研究通过居民满意度调研,以满意度方面凸显的停车问题为重点,结合GIS网络分析模块,从区域车位供给与需求、停车位可达性、停车空间布局的合理性,以及停车管理等方面对邻里中心停车问题成因进行了分析。结果发现,部分邻里中心周边存在停车位供需不平衡,路网服务效率低下,邻里中心内部人车流线矛盾等问题,并据此提出了强化邻里中心停车服务职能,改善停车空间布局状况,加速构建区域智慧停车体系等策略。 Since the 1990 s, Suzhou Industrial Park has introduced Singapore’s experience to plan and build 14 neighborhood centers. This innovative exploration of community public service facilities planning and construction model achieved recognized good results, and the model of neighborhood center has gradually developed in other cities in China. However, with social development, the neighborhood center construction model has also exposed some shortcomings and problems. Based on the survey of residents’ satisfaction, focusing on the revealed key parking problems, combining with GIS network analysis module, this paper analyses the causes of parking problems in neighborhood centers from the aspects of supply of regional parking space and demand, accessibility to parking space, layout of parking space, and parking management. The results show that unbalanced supply and demand of the parking space, inefficienct road network service, contradiction of pedestrian and vehicle flow lines in neighborhood centers are main reasons causing problems in parking facilities. Based on such findings, some strategies are put forward, including strengthening the parking service function of neighborhood centers, improving the layout of parking spaces, and accelerating the construction of regional intelligent parking system.
