基层疾控机构固定资产管理分析

Analysis of Fixed Assets Management in Grass-roots CDC Institutions

随着基层疾控机构改革与发展,基层疾控机构固定资产管理的问题越来越凸显。主要表现在固定资产管理制度未建立或不健全;固定资产管理乏整体性;固定资产利用效率低下。笔者提出了三方面的固定资产管理策略,一是建立健全基层疾控机构固定资产管理制度;二是在基层疾控机构固定资产管理中突出关键环节来规范管理;三是建立固定资产信息化管理,提高固定资产利用率。在做好以上三方面工作的基础上,结合当前疾控机构工作实际,进一步优化基础疾控机构资产管理,更好地履行疾控职责,贡献管理效益。

With the reform and development of grass-roots center of disease prevention and control(CDC)institutions,the problems in the management of fixed assets in grass-roots CDC has become increasingly prominent.The main manifestations are that the manage?ment system of fixed assets has not been established or improved;the management of fixed assets lacks integrity;and the utilization effi?ciency of fixed assets is low.Through the analysis,this article puts forward three aspects of strategies in fixed assets management.One is to establish and improve the management system of fixed assets in grass-roots CDC;the other is to highlight key links in the manage?ment of fixed assets in grass-roots CDC to standardize management;and the third is to establish information management to improve the utilization rate of fixed assets.On the basis of the above three aspects,the grass-roots CDC need combine with the current practice,further optimize the asset management of basic CDC institutions,and to contribute to the management benefits for better performance of CDC responsibilities.
