“一带一路”背景下中意高等教育合作交流的特点、挑战与对策

The Characteristics, Challenges and Countermeasures of China-Italy Higher Education Cooperation and Exchange under the Background of the Belt and Road Initiative

中意两国人文交流历史悠久绵长,高等教育作为培养高层次人才的“摇篮”,在共建“一带一路”新背景下承担着新的使命。目前中意两国高等教育合作交流呈现的主要特点:以语言互学互通为基础,拓展拓深其他领域合作;以特色项目建设为依托,促进中意留学教育交流;以孔子学院为平台,推进共建方全方位交流合作。深化发展面临着主要挑战:专业设置结构性失衡,不能有效对接就业市场需求;项目设计上存在缺陷,难以达到参与者的实际要求;孔院当地化进程缓慢,提供优质教学资源能力有限。对此要采取有效策略:对接“一带一路”需求,创新复合型人才培养的课程体系;构建中意高等教育共同体,促进两国高校间学生双向流动;打造特色型、智慧型孔子学院,加快推进当地化融合发展。

China and Italy have a long history of cultural and educational exchanges.As the"cradle"of cultivating high-level talents,higher education has taken on a new mission under the new background of the construction of the Belt and Road.Currently,the cooperation and exchange of higher education between China and Italy demonstrate the following characteristics:expanding and deepening the cooperation in other fields on the basis of language mutual learning and interoperability;promoting the educational communication between China and Italy through the characteristic projects;taking Confucius Institutes as the platform to promote holistic exchanges and cooperation between the co-organizers.There are also major challenges when deepening development:the imbalanced structure of course settings camt effectively meet the needs of employment market;it’s difficult to meet the actual requirements of the participants due to the project design flaws;the process of localization of Confucius Institutes is slow,which results in its Limited ability to provide high-quality teaching resources.Therefore,the effective strategies should be carried out:innovating the course system of comprehensive personnel cultivating according to the requirement of the Belt and Road Initiative;building the Chinese-Italian higher education community,and promoting the exchange of college and university students between the two countries;accelerating the localized integration and development through establishing the distinctive and intelligent Confucius Institutes.
