Seventy Years’ Progress and Development Effect of the Economic Policies in Inner Mongolia’s Pastoral Area Since Setting up of People’s Republic of China

新中国成立70年来内蒙古自治区牧区经济社会发展取得了举世瞩目的成就。本文将70年来在内蒙古草原牧区始终贯穿的产业和产权政策这一真正决定牧区发展命运的核心问题从牧区其他相关政策中分别出来,对其演进的客观规律和产生的效应进行了系统的总结与分析。内蒙古不同时期的牧区经济政策对自治区乃至全国的经济发展、社会稳定及北方生态环境的保护与建设发挥了至关重要的作用。在未来的牧区政策实施中,应该进一步加强生态优先的发展理念,继续提倡草原文化优势;立足客观实际,适当调整发展战略;进一步确保政策的科学抉择与长期稳定。

During the past seventy years since founding of People’s Republic of China, the pastoral area in Inner Mongolia Autonomous Region has experienced and made significant achievements in its economic and social development. This article focuses on the industrial and property right policies, the key issue addressing pastoral area development, while systematically summarizes and makes analysis on the objective law of its progress and the causing effects. Pastoral economic policies of Inner Mongolia play vital important role in regional or even national economic development, social stability and ecological environment preservation in northern Xinjiang region. The implementation of future pastoral policies should enhance the ecological preservation as priority for development, and continue advocating pastoral culture;adjust development strategies basing on objective reality;further ensure the scientific decision making and long term stability.
