摘要 近年来频繁发生的地质灾害,已使我国成为世界地质灾害影响较重、受灾人口较多的国家之一.黑龙江省地处我国北部边陲,地质灾害区域分布具有较明显的空间特质.地质灾害发生后,应急物资调运是应急救援的主要工作之一.强化应急供应链管理能力关系到赈灾指挥决策的及时性和准确性,更关系到应急救援队伍的整体救援能力.在总结国内外相关领域研究的基础上,以黑龙江省地质灾害应急物资调运研究为出发,探讨通过构建快速应急物资调运响应模型,为黑龙江省相关部门快速组织应急物资调运提供决策依据,同时给出了提高黑龙江应急物资调运能力的现实建议,即借助军民融合深度发展契机,充分发挥国防建设的溢出效应,为模型的实现构建先决条件. Frequent geological disasters,our country has become a country with more people affected by geological disasters.Heilong Jiang province is located in the northern border of China,regional distribution of geological hazards has more significant spatial characteristics.After the geological disaster,transport of emergency supplies is the main task of rescue.Emergency supply chain management ability affects the timeliness and accuracy of disaster relief command and decision,it will affect the ability of emergency rescue.This paper summarized of domestic and foreign related research.Based on research of emergency logistics for geological disasters in Heilong Jiang province,with aid of quantitative emergency logistics model,provided the decision-making basis for Heilong Jiang government to organize emergency logistics.This paper gave some practical suggestions on improving emergency logistics capacity in Heilong Jiang province.With the aid of deep development opportunity of civil-military integration,and will bring into play spillover effect of national defense,and build prerequisites for implementation of the emergency logistics model.
