结合工程实践谈中国水电站设计标准“走出去”

Initial analysis on the “going out” of Chinese design standards for hydropower stations based on engineering practice

"一带一路"倡议为我国水电工程建设标准"走出去"创造了难得的机遇,但同时也带来了前所未有的挑战。结合在老挝南俄4水电站的建设经历,针对溃坝分析、旱季发电、生态流量等问题,探讨中国水电站设计标准在东南亚国家水电站建设工程中的适用情况,梳理和总结了中国水电站设计标准"走出去"存在的问题,为完善中国水电站设计标准以及中国标准适应东南亚国家国情提供一定的借鉴。

"The Belt and Road"initiative has created a rare opportunity for"going global"of Chinese construction standards for hydropower stations,but at the same time,it has also brought unprecedented challenges. Based on the construction experience of the Nam Ngum 4 hydropower station in Laos,this paper aims at the problems of dam break analysis,dry season power generation and ecological flow,discusses the application of Chinese standards in hydropower station construction projects in Southeast Asian countries,combs and summarizes the problems existing in the"going global"of Chinese hydropower standards. It will provide some reference for improving the design standards of Chinese hydropower stations and adapting Chinese standards to the national conditions of Southeast Asian countries.
