从“协作”到“合作”:农村社会治理中的政社共治模式创新趋向

From "Collaboration" to "Cooperation" : Innovation of the Mode of Co-governance of Government and Society in Rural Social Governance

新世纪以来,随着科学技术的突飞猛进,经济社会快速发展,各种风险因素急剧增加,农村社会进入高度复杂性、高度不确定性的后工业化阶段。近年来农村中的生态环境污染和公共服务不足等问题凸现,政府与社会各方合作共治成为必要。然而,农村治理实践表明:在高度复杂性、高度不确定性的条件下,政府行政主导的协作治理模式并不能取得理想的效果,需要转变为主体平等的合作治理模式。构建互信合作治理模式,不仅需要树立平等共享的理念,健全制度体系,还需要完善合作机制,大力促进社会组织发展。

Since the new century,with the rapid advancement of science and technology,rapid economic and social development,the various risk factors has sharply increased,then rural society has entered a stage of post-industrialization with high complexity and high uncertainty.In recent years,problems such as ecological pollution and insufficient public services in rural areas have emerged,and it is necessary for the government to cooperate with all sectors of society.However,the practice of rural governance shows that under the conditions of high complexity and high uncertainty,the government-led collaborative governance model can not achieve the ideal effect,and it needs to be transformed into the cooperative governance model with subject equality.To build a model of mutual trust and cooperation,it is necessary not only to establish the concept of equal sharing,to improve the institutional system,but also to perfect cooperation mechanisms and vigorously promote the development of social organizations.
