A Study on the Management Strategies of Safe Railway Mixed Loading Operations

为规范铁路混装货物装车作业,提升装车安全管理水平,针对铁路混装货物运输生产组织过程中繁复的作业流程和作业特点,分析目前混装货物装车作业流程、存在问题及难点,从完善安全管理制度和办法、强化化工和危险品查验、强化安检设备使用、加强专业管理队伍建设与人员培训等方面,提出加强混装货物装车安全管理对策。经实践证明,混装货物装车作业安全风险总体可控,装车作业质量明显提高,运输安全得以保证。

To improve management on safe mixed loading operations through implementing standard workflow in the railway freight sector, this paper summarizes and analyzes the characteristics of the complicated workflow applied currently focusing on the existing problems and difficulties. Accordingly, this paper puts forward the management strategies on safe mixed loading operations including improving the regulations and rules, strengthening examination and inspection on the chemical and hazardous articles, enforcing utilization of security inspection equipment, promoting management professionals’ development and training. This paper concludes that the proposed strategies have proven in practice to be effective to ensure transportation safety with marked improvement in the loading operation quality with the safety risks under control on the whole.
