摘要
工业园区绿色发展评估通过量化工业园区绿色发展的效果和分析发展过程中存在的不足,为提高园区绿色发展水平提供依据。文章依据绿色发展的内涵从经济发展、资源消耗、环境损害和生态效益4个方面构建了江苏省绿色发展评估指标体系,并运用比值法、分段赋值法和均权法计算了宜兴经济技术开发区2015~2017年的绿色发展综合指数。评估结果显示,宜兴经济技术开发区2015~2017年的绿色发展综合指数分别为73.6、82.0、83.1,呈良好发展趋势。在4大类指数中,开发区资源消耗指数和生态效益指数得分均较高,经济效益指数得分一般,环境损害指数得分较低。从时间序列来看,开发区绿色发展水平的提高主要得益于经济效益的提升及废水、废气主要污染物排放造成的环境代价的降低等,资源利用效率的提升情况则相对有限。
The evaluation of green development can provide a guidance for industrial parks by quantifying the green development effect and analyzing the shortcomings in the development process.According to the connotation of the green development,this paper constructed the evaluation index system of the green development in Jiangsu Province based on four aspects,which were economic development,resource consumption,environmental damage and ecological benefits.The ratio method,subsection-assignment method and average-weight method were used to calculate the green development comprehensive index of Yixing Economic & Technological Development Zone from 2015 to 2017.Evaluation results showed that the green development comprehensive indexes were 73.6,82.0 and 83.1 respectively.The results indicated a good development trend.For the four indexes,the resource consumption index and ecological benefit index scored higher,the score of economic benefit index was general,while the score of environmental damage index was lower.Analysis based on the time series,the improvement of the green development in the development zone was mainly due to the improvement of economic benefits and the reduction of environmental costs caused by pollution discharging,such as the wastewater and exhaust gas.However, the improvement of resource utilization efficiency was relatively limited.
