与新中国相伴而生的中国社会保障事业经历了70年的发展与变迁。70年间,中国建成了世界上最大规模的社会保障体系,构建了具有中国特色的社会保障理论体系,形成了独特的社会保障制度模式。中国社会保障已经成为国家治理的基础制度,成为全体社会成员分享经济社会发展成果的重大民生保障工程。从制度演进和理念变迁两个维度,对中国社会保障发展历程进行全面回顾与深入审视,凝聚中国经验,推进中国福利国家建设,助力中国现代国家建设。

China’s social security,accompanied with New China’s establishment,has gone through 70 eventual years.In the past 70 years,China has built the largest social security system in the world,constructed a theoretical system of social security with Chinese characteristics,and formed a unique social security system model;China’s social security has become the basic system of national governance,gorgeously turn to be a major livelihood security project of sharing the fruits of economic and social development with all the members of society.Therefore,from two dimensions of institutional evolution and conceptual change,it’s necessary to comprehensively review and deeply examine the development process of China’s social security,and then gather Chinese experience of social security development to promote the construction of China’s welfare state and modern state construction.
