我国与日韩PCT专利申请情况比较分析及政策建议

The Policy Suggestions Based on Comparative Analysis of China’s PCT Patent Application with Japan and South Korea

自我国加入《专利合作条约》以来,PCT已成为我国用户向国外申请专利的重要途径,PCT专利申请量逐年增长。2018年中国PCT专利申请的数量共53345件,在全球排名第二,同比增长9.1%。与此相对应的,依PCT规则进入其他国家阶段的专利申请数量却不多。本文通过对中、日、韩三国以及华为公司PCT国际专利申请数量及进入国家阶段申请情况的分析,就这一现象产生的原因进行了剖析,进而提出相应建议。

Since China joined the Patent Cooperation Treaty,the PCT has become an important way for Chinese patent applicants going abroad.The number of PCT applications has increased year by year.In 2018,the number of PCT applications in China totaled 53,345 with an annual growth rate of 9.1%,ranking second in the world,while the number of patent applications entering the other countries'national phase is relatively small.The causes of this phenomenon are studied by analyzing some quantity indexes of PCT applications from China,Japan,South Korea and Huawei technologies Co.Ltd.,and then some suggestions are provided.
