世界格局变化背景下中外人文交流

Strategies of Sino-foreign Cultural Exchange Under the Background of the Change of World Pattern

世界格局出现新的变化:政治格局从两级到多极,经济重心从欧美转移到亚太地区,治理格局从单边到多边,地缘格局从陆域到海域,安全格局从均衡到动荡,文明格局从差异到冲突。在此背景下,中国和平发展取得显著的成就,不仅成为世界第二大经济体,也成为全球格局中的重要一极,是世界战略不可忽视的重要变量,全球治理的重要力量,同时也是世界文化的重要贡献者。但在变革的世界格局中,中国发展仍面临巨大挑战。中外人文交流是国与国之间民间友好往来、相知相亲的重要途径,有助于国家之间增进互信、减少猜疑,避免误判、对抗、冲突,改善中国国家形象,在推进不同国家各领域互利合作方面有着至关重要的作用。中外文化交流在新世界格局中,应完善交流的组织架构,构建中外交流的顶层设计,打造交流的平台项目,管控交流中的负面节点,落实激励保障,不断进行工作创新,进一步推动中外人文交流深度发展。

This study concluded the achievements of China’s peaceful development by analyzing its political, economic, governance, geographic, security, civilization and other perspectives under the changing world patterns. At the same time, the study put forward the international, economic and ideological challenges China faced under current circumstance. With the international environment and China’s development situation, this study summarized the achievements and relevant issues of Sino-foreign cultural exchanges at various levels in the country, system, society, culture, people and projects. Finally, this study proposed specific thoughts and suggestions to further promote the strategic development of cultural exchange between China and foreign countries, which include improving the organizational framework, constructing top-level design, building platform projects, controlling negative aspects, implementing motivation and guarantee mechanism, as well as active exploration and innovation.
