天津市农业科学院科技支撑精准扶贫实践与启示

Practice and Enlightenment of Science and Technology Supporting Precision Poverty Alleviation in Tianjin Academy of Agricultural Sciences

农业科研单位拥有先进实用的农业科技成果和经验丰富的科技人才队伍,已经成为我国实施扶贫开发战略特别是科技扶贫工作的主力军。文章阐述了天津市农业科学院科技精准扶贫的主要做法,提出了“产业技术体系+”、“技术推广项目+”、“首席专家+帮扶负责人+帮扶专家组+困难村”、“院地开放合作”等科技精准扶贫创新模式,得出加快政策创新、加强科研创新、加强以贫困地区需求为导向的扶贫体制机制创新等科技精准扶贫的经验与启示。

Agricultural research institutions,which have advance and practical agricultural achievements and experienced personnel,have become the main force behind China's poverty alleviating,especially through using science and technology.The main models of implementation accurate poverty alleviation by Tianjin Academy of Agricultural Sciences were described in the paper,such as"Modern Agricultural Industry Technology System+","Technology Promotion Project+","Chief Expert+Helping Responsible Person+Helping Expert Group+Poverty Village","Domestic cooperation".The experiences and enlightenment of science and technology assisted poverty reduction were summarized,such as accelerating policy progression,improving scientific advances,and strengthening the poverty alleviation system and procedures tailored to the needs of poverty-stricken areas.
